Dunno about Tetsuo, its a good movie, its a weird "sci fi/ cinemax after dark" kinda way, but Taegukgi should definitely be on that list. It's about a single mother who abandons her kids in their apartment in Tokyo.  Stunning performances from the kids, amazing cinematography and emotionally crushing.
